Inspector General outlines 2026 risk‑based work plan, flags multiple years of late parish financial filings

Kim, a representative of the Jefferson Parish Inspector General's office (speaker 5), presented the office’s risk‑based work plan for 2026 and raised concerns about the parish's financial reporting. She told the body that “the parish has not filed its financials in several years,” noting 2022 and 2023 filings were late and that the 2024 statement is expected to be filed in 2026.
The presentation explained the office’s process for developing its annual work plan: map the “risk universe,” develop assessment criteria, rank risk interactions and prioritize projects for the coming year. Kim credited Greg Lampard for refining the office’s risk methodology and said the assessment emphasizes revenue streams and dedicated millage as key indicators of risk.
The office identified fraud risks — including corruption, cash misappropriation and fraudulent disbursements — drawing on guidance from the Association of Certified Fraud Examiners. It also listed operational risks such as compliance, personnel, management, technology and process failures.
Kim said the revenue‑focused approach led the office to place finance functions and departments that receive dedicated millage, such as the East Bank Consolidated Fire Department, higher on the risk list to ensure funds are used for intended purposes. She also outlined ongoing examinations and said the office will continue to follow workload‑driven priorities: “we are constantly being informed by the work that we’re doing about work that we might should be doing,” she said.
The IG’s office plans to publish a public letter about parish financials after the public comment period closes Sept. 25, with publication likely the week of Sept. 30, Kim said. The findings tracker and third‑quarter budget update will be presented at the next meeting.
The meeting did not include a formal vote related to the work plan or the financial‑filing findings; the IG office’s statements were presented as the office’s assessment and timetable for further public notification.
