Council directs staff to study consolidation of 12 Kiley Ranch North handbooks into single handbook

The council heard a staff report on Feb. 9 about proposed modifications to the Kiley Ranch North planned-development handbooks and directed the city manager to prepare possible changes to consolidate 12 final approved handbooks into one.
City planner Sienna Reed said the original tentative handbook (adopted in 2004) had been followed by a sequence of 12 final handbooks between 2005 and 2022; administering 12 separate final handbooks has caused practical difficulties when applicants seek relatively small changes because applicants must update technical studies for the entire geography (for example a full traffic study or fiscal-impact analysis). Staff said consolidating the handbooks would allow the city to allocate maximum daily vehicle trips to individual properties and identify how unused trips could be transferred among villages, preserving development potential for undeveloped lands.
Reed said staff has had preliminary discussions with the master developer, who is receptive to consolidation. Council Member Rodriguez moved to direct the city manager to prepare proposed modifications for consolidation; the motion passed unanimously. City staff warned substantial work remains to fold provisions from 12 documents into one and did not provide a public-hearing schedule at this meeting.
