Johnson County health department wins first reading for fee ordinance, adds STI testing fees

Johnson County commissioners on Feb. 9 gave first reading to Ordinance 2026‑O‑1, which amends Title 16 of the county code to reconcile duplicated fee listings, correct typographical errors and add fees related to STI (sexually transmitted infection) testing.
Betsy Swearingen, director of the Johnson County Health Department, said the changes are largely housekeeping — aligning fee descriptions that were listed differently in separate sections and fixing typos — but include the addition of STI testing services to the fee schedule. A commissioner asked for clarification of the STI acronym; Swearingen responded it stands for sexually transmitted infections.
The board moved and approved the new fee schedule on first reading by voice vote. As a first reading, the ordinance will return for subsequent readings or final adoption consistent with the county’s legislative process.
