- Roland Machinery lease (proposal UE26-26): wheel loader lease not to exceed $505,565.40 (Office of Public Utilities).
- Renewal with Evans Cartridge & Landscaping Disposal Services (contract PW24-31) for 04/01/2026'03/31/2029, amount not to exceed $2,555,729 (Office of Public Works).
- Resolution 2026045: temporary closure of portions of Illinois State Routes 97 and 29 and Jefferson Street for the St. Patrick's Day parade on 03/14/2026 (Office of Public Works).
- Ordinance 2026048: vacating alleys on New Street and transferring to Springfield Public Schools District 186.
- CityWorks enterprise license and maintenance agreement with Aztec Systems LLC for the public works and utilities offices: $187,232 (04/15/2026'04/14/2027).
- Settlement payments for workers' compensation: $65,370 to Matthew Fuchs (CWLP Lake Services) and $72,536.70 to Alfred Todd Hazelwood (Public Works lead foreman).
- Contract under RFP 15761 with Carmark PSC LLC / Aetna Health for pharmacy management services effective 03/01/2026'02/28/2030, amount not to exceed $34,500,000 (Human Resources).
- One-year extension for PMA Management Corporation under RFP HR24-16 with an additional payment of $80,000, total not to exceed $334,100 (third-party workers' compensation administrative services).
Most consent items were moved and seconded and passed by voice vote; the committee placed the appointment of Becky Whitlow to the Lincoln Library Board (ordinance 2026050) on debate rather than approving it on consent.
What happens next: Items approved on consent will proceed to the council for final ratification or be implemented per contract terms; the Lincoln Library appointment will return for debate and possible vote at a later meeting.
