Parish launches 'Litter Free JP' pilot CEA with local nonprofit for up to $200,000

Parish President Cynthia Lee announced a new pilot program, 'Litter Free JP,' at the Jan. 14 council meeting. The one-year cooperative endeavor agreement (CEA) with the Murphy Education and Sports Foundation will permit the nonprofit to collect litter on East and West Bank rights-of-way using organization-supplied vehicles and labor; the parish will provide tools and safety equipment and dispose of collected litter at parish facilities.
The CEA, approved by the council on Dec. 10 and now being implemented as a pilot, is capped at $200,000 and will be paid from the Streets Department fund balance. Payment to the nonprofit will be based on documented hours of litter removal. Parish officials described the pilot as a cost-effective approach intended to supplement existing Parkway passes and to evaluate a community-partner model that could be expanded if successful.
Council members noted the need for more frequent litter-removal passes on busy thoroughfares and said using local nonprofits could stretch taxpayer dollars while providing jobs. The council did not set a public performance review date for the pilot during the meeting.
