Jefferson Parish inspector general previews audits, refines public findings tracker and files website RFP

Inspector General Kim Raines Chatelaine told the Jefferson Parish Ethics and Compliance Commission on Nov. 1 that the inspector general's office will soon publish an audit of LCMC's cooperative endeavor agreement covering West Jefferson Hospital and has refined a publicly available findings tracker.
Chatelaine said the audit of the 2013 cooperative endeavor agreement that transferred operation of West Jefferson to LCMC verified whether capital-commitment obligations were met. "We went in and went ahead and validated whether or not they made their capital commitments," she said, and described substantial cooperation from West Jefferson leadership during the review.
The IG also outlined improvements to the office's online findings tracker. Chatelaine said the tracker now distinguishes public-letter concerns and categorizes observations appearing in audits, investigations and evaluations; findings are labeled "outstanding, positive, partially resolved, resolved, and unresolved." She said the tracker page includes an FAQ and an Excel download that explain each category.
Chatelaine said the audit report has an expected publication date of Dec. 9. She also said a personnel-hiring-practices evaluation is in draft and will be published before the end of the year, and that an investigative report is in draft with a public comment period ending Nov. 21.
On procurement, Chatelaine said the IG's office completed an RFP for a website redesign and will present it to the General Advisory Board on Dec. 5; purchasing staff will set final proposal deadlines and handle proposer questions before forwarding responses to the IG's office.
The IG framed 2025 as a productive year for the office, describing a slate of investigations, audits, evaluations and public letters that she said will total eight report products by year-end. "It was an incredibly productive year," Chatelaine said.
Next steps: the commission took no formal action on the audit in the Nov. 1 meeting; publication and comment deadlines were provided by the inspector general's office.
