Board approves consent items and answers questions on contractor background checks

The Harford County Board of Education approved its consent agenda Monday, passing personnel and capital items and separately approving a supplemental custodial services contract after board members sought clarification about vendor screening.
Board members voted to approve consent items 1, 3, 4 and 5 in one motion. Item 2 was removed from the consent bundle for discussion so members could ask about background checks for contracted custodial workers.
Board member Melissa asked whether contracted vendors undergo criminal background checks, fingerprinting, physicals and drug testing. Cathy Bendis, assistant superintendent for operations, responded that contracted service providers are required to meet the district's standards, including the fingerprinting process and background checks, and that drug-testing and physicals would be handled when applicable. Bendis said contractors use the same appointment and fingerprinting system as other employees.
With those assurances, Melissa moved to approve the supplemental custodial services contract and Diane seconded; the motion passed on voice vote.
The consent items approved included the monthly personnel report, modular classroom contract awards for HCPS locations, local capital improvement priorities for FY2027 and minutes from prior board meetings. The board did not change its contracting standards; staff said the district's vendor-screening processes mirror employee requirements.
