Councilman Lee moved for approval and the council adopted the special permanent use permit by voice vote. The planning director had described the prior agenda item as a housekeeping code revision unrelated to Entergy; the planning department clarified that the special‑use request was a separate zoning matter and was considered on its own merits.
The council’s action allows Entergy to proceed with local permitting for the substation; standard engineering reviews, permitting milestones and any required environmental steps will follow.
