Staff said the district has a notice of funding opportunity from the Illinois Department of Commerce and Economic Opportunity (DCEO) for $3,500,000 and has identified other capital sources, putting project funding "close to $4,500,000" as presented. The board considered Farnsworth’s full-service proposal through construction administration; staff recommended awarding professional services in the amount of $377,600 plus a 10% contingency ($37,760) to cover potential additional design needs during construction.
A board member moved to award the design contract and the motion carried by unanimous vote. Staff said the intent is to begin survey work promptly and that the district will wait to formally go to bid until funding agreements are fully executed. Staff also noted possible savings in construction administration work and that the contingency is intended to provide flexibility for change orders if necessary.
The award authorizes the district to proceed with design work pending execution of the state funding agreements and standard contract processes with Farnsworth.
