Eddy County reports strong oil-and-gas receipts; commissioners approve $11M+ net general-fund adjustment

The Eddy County Commission on Feb. 10 accepted a revenue report showing December 2025 collections ahead of budget and approved a set of February budget adjustments that together will reduce general fund cash by a little more than $11 million.
Treasurer (introduced in the meeting as “Mister Murphy”) told commissioners that December’s gross-receipts tax receipts were strong and that the county collected nearly $25 million in oil-and-gas receipts for December, driven largely by an equipment tax remittance reported as roughly $17.4 million and production receipts of roughly $7.5 million. Year-to-date general-fund gross receipts were reported at about $40.3 million and staff said they are running above prior-year figures. The treasurer said the county budgeted 22,000,000 barrels per month at $52 per barrel for the current fiscal year.
Finance staff then presented Fiscal Year 25–26, R26, the February budget adjustments. Highlights: the package decreases general-fund cash by a little over $11,000,000 (some components had been approved earlier, including $6.5 million to the city of Artesia for housing and $4.0 million to the city of Carlsbad), the sheriff’s office requested a $500,000 overtime increase and an $11,000 increase tied to insurance proceeds for vehicle outfitting, road fund requested a $1,000,000 allocation for Dayton Road (to be funded from road fund balances), and the indigent fund requested a $600,000 increase for inmate medical claims (funds available in that fund). Finance staff said most other adjustments are net-zero transfers within funds.
Commissioners approved the adjustments by roll-call vote. Finance staff said they will return to the board with additional budget-related details at the Feb. 24 meeting.
