Board tables hiring and homework policies, votes to meet in executive session on bylaws and policies

MIDDLETOWN — The Board of Education debated two policy matters at its Feb. 10 meeting and ultimately tabled both for further work and clarification.
Policy 4010 (hiring certified staff) had been revised by the policy committee to require a board member on interview committees for administrative positions. Policy committee chair Deb described the committee’s recommendations and moved the matter forward to the board. Superintendent Adley and other board members urged caution, saying board participation early in the interview process can present conflicts and discourage candid administrative dialogue. After discussion Deb moved to table Policy 4010 and the motion carried; the item will return to the policy committee for redrafting and a first reading in March.
Policy 6154 (homework) drew extended discussion. The policy committee wrote recommended average weekly minute guidelines and deliberately left grading consequences separate from the homework policy. Board members raised equity concerns — in particular whether recommended minutes would disproportionately burden students who work or care for family members — and asked how homework would factor into grades. Policy authors said the guidelines were intended to preserve teacher discretion and build consistency, not to tie homework directly to grades. Several members asked the policy committee to return with clearer language on implementation and grading. The board voted to table the homework policy and send it back to the policy committee for revision.
Later in the meeting the board debated adding three items to the agenda and entering executive session to receive attorney-client privileged memoranda on bylaw 9130 and policies 1250 and 1260. The board followed the required two-thirds procedure to add discussion of policy 1260 to the agenda, then approved a motion to enter executive session on the three items; the board entered executive session at about 8:26 p.m. and reconvened at 10:16 p.m.
No formal policy adoptions occurred at this meeting; both policy items were tabled for additional work.
