Votes at a glance: Hartford council adds special-event fee schedule to committee, approves consent items and postpones several ordinances

The Hartford Court of Common Council on Feb. 9 took several procedural and committee actions: it suspended the rules to add a mayoral resolution on a revised special-event fee schedule, approved the Jan. 26, 2025 minutes, passed the consent calendar of mayoral matters and committee reports, referred multiple resolutions and ordinances to appropriate committees, and postponed several ordinance hearings to Feb. 23, 2026.

A motion by the majority leader (Speaker 5) to suspend the rules and add item 8.1 (a mayoral resolution to adopt a revised special-event fee schedule) was seconded and approved by roll call; the clerk announced the item passed. The same meeting process approved the minutes of 01/26/2025 after a motion, and the clerk recorded the roll-call approval.

The consent calendar contained multiple mayoral items including a transfer of funds to the registrar of voters, an acceptance of grant funds from the Connecticut State Department of Education to support the Department of Families, Children and Youth, a separate grant acceptance from the State Department of Economic and Community Development, and a resolution to adjust municipal golf-course rates following the golf course oversight commission’s recommendations. The council received committee reports related to those items and approved them on roll call.

The council referred several items to committee: a remediation grant matter to the Planning, Economic Development and Housing Committee; an ordinance to establish a Puerto Rican and Hispanic History and Cultural Commission (the council set a hearing for Feb. 17 at 7 p.m.); and a resolution declaring traffic violence a public health crisis to the Health and Human Services Committee. The revised special-event fee schedule (item 8.1) was referred to the Public Works, Parks, Recreation and Environment Committee for further consideration.

The council also voted to postpone multiple ordinances to the Feb. 23, 2026 meeting, including an ordinance amending chapter 7 of the Hartford Municipal Code, an ordinance to provide tenant relocation services, an ordinance concerning display of flags, and an ordinance limiting the number of dogs and cats. Those postponements were made by motion of the majority leader, seconded and approved by roll call.

What’s next: The Puerto Rican and Hispanic History and Cultural Commission ordinance was scheduled for a committee hearing on Feb. 17 at 7 p.m.; postponed ordinance items will return to the council on Feb. 23, 2026. No final adoption of ordinances occurred at this meeting; most items were referred or postponed for further committee consideration.
