Hartford council presents Black History Month citations, holds moment of silence for former councilman Larry Deutsch

Speaker 1 opened a point of personal privilege and read a formal citation recognizing the Links, Greater Hartford chapter, saying the council “formally recognizes and honors” the organization for its service as part of the centennial observance.
