Weber County — Contractor Scott Wenner presented a concept at a Planning Commission work session to rezone roughly 14 acres for patio homes, describing lot sizes from about 8,200 to 14,000 square feet and a product targeted to older buyers wanting single‑level homes.
Wenner said he had preliminary conversations with West Haven about the area’s annexation status and that he has completed wetland delineation and some dredging work on a northern canal, which historically holds springwater. "We dredged that whole canal... by mid July it was nearly completely dry," Wenner said, describing work that reduced seasonal flooding on part of the site.
Commissioners and staff focused on infrastructure. They noted a West Haven sewer line nearby that might not be available for a direct connection and discussed whether the concept’s 39 units (applicant estimate) would trigger code limits requiring a second public egress. Staff reminded the developer that code typically allows up to 30 units on a road that will eventually connect to others and that the developer could build to 30 now and add additional lots later if the second egress/right‑of‑way is established.
Wenner said his plan uses public streets, anticipates accommodating yard space and minimal HOA maintenance limited to required common areas. He promised to work with adjacent landowners about potential sewer access across privately owned parcels, and with parks staff on potential pathway connections.
No action was taken; commissioners suggested the applicant pursue conceptual revisions, confirm sewer/easement availability and bring a rezone application and public hearing materials in the coming month.
