Shelton municipal court outlines therapeutic-court funding, new e-filing rollout

At the Feb. 10 study session, municipal-court staff reviewed priorities for 2026 including securing recurring funding for the individualized therapeutic court and completing a phased rollout of an e-filing system.
The judge (unnamed) said the therapeutic-court grant funding has covered 100% of program costs since 2022 and the court will continue to evaluate the program’s effectiveness and efficiency. Court facilitator Breeza Morris said staff track graduates for about three years to measure recidivism and outcomes.
On technology, the court announced a new CLJ case-management and e-filing system that will "go live on June 1st," with a 30-day voluntary period followed by a mandatory requirement for attorneys beginning July 1. The judge emphasized that pro se filers and crime victims will still be able to file paper documents at the counter and staff will scan them into the system.
The court also plans to continue its community-service program as an alternative to incarceration; staff described using community-service crews to support code-enforcement projects and reduce confinement costs.
