Council approves plow truck payment and awards lift-station bid to lowest responsive bidder

On the plow truck, councilors asked for a 'not to exceed' cap to ensure the purchase would remain within the budget. Staff explained the council was being asked to pay an initial invoice (the vehicle frame/cabin) now, with a later invoice expected for outfitting (plow, lights and accessories) and that tariffs and options could affect final price. Council amended the motion to include a not-to-exceed figure and approved the purchase as amended.
For the Agate lift station (Resolution 009), staff presented R&M's construction estimate of about $3.71 million and noted Sable Mechanical's base bid of about $2.71 million. Council members asked whether the lower bid was a red flag. Staff described technical reasons for the difference — different means and methods, owned equipment reducing rental/mobilization costs, and possible concurrent local work that reduced mobilization expense — and said the base bid covered the full project with alternates available if needed. The council accepted the staff recommendation and awarded the base bid to Sable Mechanical by voice vote.
What happens next: Staff will process the purchase payment(s) and return to council with final outfitting costs for the plow truck when available. Construction of the lift station will proceed per contract schedule and budget authorization.
