The Madera County Board of Supervisors approved a set of personnel reclassifications and job-title revisions at its regular meeting, voting 3-0 with two members absent.
Human Resources told the board it had reviewed several county job descriptions and recommended converting positions to Merit System Services classifications where duties warranted. Among the actions approved were granting direct status for Department of Social Services administrative assistants to the MSS Secretary 2 classification; granting Maritza Mata direct status to Administrative Analyst 1 at the request of Assistant Sheriff Robert Blum; adopting Account Clerk 1–3 classification specifications with accompanying salary recommendations; reallocating positions to Accounting Assistant 1 and 2 titles; renaming the Fire Master Mechanic position to Fire Department Heavy Equipment Mechanic to improve recruitment; and approving amended job descriptions and salary recommendations for Registered Dietitian 1 and 2 and revisions to the Nutritionist specification.
"We're requesting approval of salary recommendation and overtime staff," a Human Resources representative said as the salary proposals were presented. The representative said the salary recommendation for account clerks would be brought before the Board of Supervisors for consideration.
Votes at a glance - Item 5.b (Administrative assistant → Secretary 2): motion approved by roll call, Commissioners Rios, Iverson and Frey voting Yes; outcome 3-0. - Item 5.c (Grant direct status to Maritza Mata, Administrative Analyst 1): motion approved by roll call, Commissioners Iverson, Rios and Frey voting Yes; outcome 3-0. Human Resources cited county code section 2.57.0.60 (rule 3.11(b)(3)) in support of the direct-status recommendation. - Item 5.d (Adopt Account Clerk 1–3 classifications and salary recommendation): motion approved by roll call; outcome 3-0. Salary recommendation to be presented later to the full board. - Item 5.e (Reallocate to Accounting Assistant 1 and 2): motion approved by roll call; outcome 3-0. Staff stated the change is primarily a title change with no fiscal impact identified. - Item 5.f (Change Fire Master Mechanic title to Fire Department Heavy Equipment Mechanic): motion approved by roll call; outcome 3-0. Human Resources and Fire Department representatives said units had been notified and that affected employees were "onboard." The change is intended to align the title with industry standards and broaden recruitment appeal. - Item 5.g (Registered Dietitian 1–2 amendments and salary adjustment): motion approved by roll call; outcome 3-0. Human Resources and Public Health said the 2024 classification study and a recent salary survey informed the changes. - Item 5.h (Nutritionist classification revision): motion approved by roll call; outcome 3-0. Human Resources said duties were clarified and that no salary change was proposed for this item.
The board took these actions by individual motions and roll-call votes; where the transcript did not name who moved or seconded, the motions are recorded as having been made and seconded by unidentified board members in the meeting record. Human Resources and Public Health staff were present to explain the classification analyses and to answer questions.
Next steps: salary recommendations noted during the meeting will be formally presented to the board as part of forthcoming budget or payroll actions; administrative and classification changes will be reflected in Merit System documentation following usual personnel procedures.
