Staff recommended proceeding with an award to a responsive contractor despite higher-than-budget pricing from one responsive bidder and requested that the council allow funds to be moved from the Schumann Drive culvert project to pay for the higher-priority repairs. Staff said the Schumann project had ARPA funds allocated for design work only; those design drawings would be completed so the city could seek additional funding while construction of Schumann would be deferred until funds become available.
Council discussed the trade-offs, including preserving docks and working-waterfront access, and approved the funding reallocation and contractor selection by roll call. Staff said having the design package for the Schumann culvert could help the city pursue grants to fund construction later.
