Richard Blankenship, parks and recreation director, told the council the item before them was a grant agreement rather than a finalized purchase and that "this is the first step toward helping make it possible that we can acquire the property." Council members praised the potential to preserve working waterfront uses, including local aquaculture. One councilor noted the city’s existing oyster nursery and described the grant as supporting continuity for those operations.
The council moved to accept the grant award as presented and approved it by roll call. Staff said there had been no negotiated price or terms at the time of the grant acceptance; further steps would follow if the grant and any negotiations proceed.
Blankenship and councilors framed the action as an early-stage, non-binding step to preserve waterfront access and infrastructure while staff continues any subsequent negotiations.
