Jefferson County commissioners approve LTAC bridge grant application, claims, certificates and conditionally approve short plat

The Jefferson County Board of Commissioners approved several procedural and financial items during its Jan. 12 session, including a unanimous vote to submit a High Sea Bridge rehabilitation project to the Local Highway Technical Assistance Council (LTAC) and multiple routine administrative approvals.
Resolution 2026‑14, added to the agenda as an emergency item because the grant application was due Thursday, authorizes submission of the High Sea Bridge rehabilitation project for LTAC prioritization and funding consideration. Staff read the resolution aloud, stating an estimated total project cost “up to $3,000,000” and a required local match of 7.34 percent, which the resolution calculates as a county contribution of up to $220,200, subject to availability of funds and formal appropriation. The board voted unanimously to approve the resolution and authorized the chair to execute and submit application materials.
Commissioners also approved claims totaling $691,958.91 for the period Dec. 23, 2025, through Jan. 12, 2026, by roll‑call vote; the motion carried unanimously. The board approved certificates of residency for named students attending the College of Southern Idaho and the College of Eastern Idaho for spring 2026 terms.
On land‑use business, planning staff presented a proposed five‑lot Jennings Acres short plat in the R‑5 zone. Staff and commissioners expressed concern that the plat as submitted did not clearly show irrigation easements or how each lot would be watered. The board conditionally approved the short plat on the motion that the applicant update the plat to show irrigation easements and watering arrangements and authorized the chair to sign the final plat once the changes are made; the conditional approval passed by unanimous roll call.
Other items during the meeting included routine department reports, an equipment procurement discussion and a personnel reclassification announcement moving Michael Carter to Public Works Administrator.
