Jefferson County commissioners approve levy correction for Little Butte Cemetery and several intergovernmental agreements

Jefferson County commissioners on Nov. 24 voted to authorize a levy-correction request that will allow Little Butte Cemetery to collect a voter-approved $45,000 override after county staff determined the levy was omitted from the L-2 paperwork.
Treasurer Christine Lynn told the board she confirmed the omission after reviewing the ballots and L-2 filings and consulting the state. "I reached out to Ben Silesky at the state again, and he pointed me to Idaho code 63-810," Lynn said, explaining that the code gives a pathway to recover levies omitted for the first year if discovered before the fourth Monday in November. Lynn said the correction would be processed as an L-2 (supplemental) and would affect about 2,469 parcels in the Little Butte district.
Chairman Jeremy Hancock said the board should proceed. "I think we should proceed with it," Hancock said before the commissioners voted unanimously to approve the request under Idaho Code 63-810.
The board also approved several intergovernmental agreements and routine financial items. Commissioners unanimously:
- Approved a joint powers agreement clarifying jurisdiction for county-line road patrol with the Bonneville County Sheriff's Office, a measure county staff said will reduce confusion when incidents occur along the county boundary.
- Ratified a pass-through recipient agreement totaling $162,308 to be administered in conformity with Idaho Department of Juvenile Corrections fiscal policy.
- Approved county claims for 11/11/2025–11/21/2025 totaling $681,626.86.
- Approved a retail alcohol and beverage license for Lucy’s New York Style Pizzeria and certificates of residency for two College of Eastern Idaho students.
Officials said the Bonneville joint-powers pact has signatures from the involved sheriffs and includes a map to clarify response jurisdiction. The pass-through funds were presented as conforming to state juvenile corrections policy; county staff did not provide additional programmatic detail during the meeting.
The approvals were taken by roll call votes that recorded Commissioner Clark, Commissioner Young and Chairman Hancock as voting "aye." No commissioner recorded a dissenting vote.
Next steps: county staff will finalize the L-2 filing for Little Butte Cemetery and, if the state approves, the county will issue a supplemental bill to affected parcels. The joint-powers agreement will be routed for signature and inclusion with prosecutor review as needed.
