JEFFERSON COUNTY, Idaho — Nov. 3, 2025 — The Board of Jefferson County Commissioners approved awarding a contract to the low bidder for underground boring needed to install conduit for an upcoming traffic signal.
Mike, a county roads representative, presented three bids for the boring work that will install multiple conduit legs across County Road 4000 and Highway 48. He said the lowest responsible bidder, listed in the bid summary as KEM (K & M/KEM service company), offered a price of $23,226.50 for the bores.
A county commissioner moved to award the boring contract to KEM; the board approved the motion by roll call. Mike said Arco Electric will coordinate bore locations with the contractor, surveyors were scheduled to excavate pedestal holes and pour concrete as early as Thursday, and the state would assist with painting lines. He noted stop bars and final striping will be held until cameras and signal equipment locations are finalized.
Why it matters: The work is required to place a stoplight intended to improve safety at a busy intersection. Staff emphasized coordination with Arco Electric and the state to ensure conduit and pedestal placement match the signal cabinet location.
Implementation details: Staff said the contractor could begin once pedestals and concrete are in place; some utility pull and wiring work may proceed ahead of signal equipment delivery. The board did not alter the contract amount and approved the award as recommended.
Provenance: Topic introduced at SEG 1000; contract approval recorded at SEG 1081-1094.
