Road and Bridge reported crews preparing the intersection and coordinating with Arco Electric to install anchor bolts and concrete foundations before winter. Staff discovered a drafting error in a previous agreement that had tied two signals together with a 60/40 split; commissioners approved a standalone cooperative agreement for the 4,000 signal that sets the county/state split at 50/50. The motion to approve the cooperative agreement passed on a roll call (Commissioner Young Aye; Chairman Hancock Aye).
The board also approved a work order (HMH Engineering, work order #6) at $1,800 per grant to pursue federal funding programs: the Highway Safety Improvement Program (for intersections with serious crashes), Federal Aid Urban (which could provide up to $3 million and might be used to widen 3800 into three lanes), and Federal Aid Bridge (for a proposed Hisey Bridge deck rehabilitation). Road staff said they will research intersections that meet FHWA criteria and prepare applications.
Separately, the board approved an addendum to the county’s tower-space lease with Anthem Broadband to replace existing radio equipment with newer units; Anthem’s representative said the changes do not increase dish sizes or wind loading and will not expand the footprint on the tower. Commissioners moved, seconded and approved the addendum on roll call.
The approvals authorize staff to sign the corrected cooperation agreement, proceed with the HMH work order and begin grant application work, and finalize the lease addendum with Anthem. Further procurement, permitting and construction schedules were described as dependent on equipment delivery and weather.
