Safety director's report urges construction guidelines, equipment auction; council debates contractor oversight

Struthers City Council caucus members heard a written report from Safety Director Anthony Rish on Jan. 28, 2026, that urged the council to adopt guidelines for construction work on main routes, to approve a citywide auction of surplus equipment, and to prepare for spring street operations.
Unidentified Speaker (S2) read the report aloud to the caucus, saying: "First, if we could discuss and come to a decision on what guidelines we would like to in place for construction work throughout the city and most specifically, the main routes in the city." The read report also proposed a citywide auction of equipment that departments no longer use and noted prior use of the online marketplace GovDeals for such sales.
The report, as read, thanked multiple departments for winter response efforts and detailed operational preparations: "The road department will be transitioning into their spring preparation coming weeks and months, and we would keep everyone updated when the street sweeping schedule comes together," the reader said. The reading closed with an explicit acknowledgement: "I would like to thank the street department for their hard work," attributed in the report to Anthony Rish, the safety director.
After the reading, council members asked clarifying questions about the construction-guideline proposal. Unidentified Speaker (S3) asked whether a decision had already been made and whether companies working on routes such as Steel Road should be accompanied by a police presence. Unidentified Speaker (S1) said the question of on-site policing had been left to the safety director and that the matter had been referred back to committee for further consideration.
Council members also discussed a specific contractor incident. Unidentified Speaker (S2) recounted observing a worker from contractor AYP who was "swearing and hollering" in front of a building. In response, Unidentified Speaker (S1) argued "You can't hold the whole company accountable for him because everybody has bad workers," and added that in prior work the contractor had controlled traffic well.
No formal vote on the construction guidelines or on-site policing was recorded in the caucus transcript. The only formal motion noted in caucus was a motion to adjourn, which was seconded; the transcript does not record a roll-call or outcome for that motion.
Council members also noted logistics and scheduling: a financial-legislation meeting was announced for Wednesday, Feb. 18 at 6:00 p.m., and the caucus was told there were three pieces of legislation on the night's legislative agenda and five items of communications. The mayor was absent from caucus and indicated her report would be read on the council floor.
The caucus concluded after brief additional acknowledgements to staff and a call for any remaining questions; none were raised before an adjournment motion was seconded.
