The Jefferson County Board of Commissioners voted Oct. 20 to adopt a dual-option employee health plan for 2026, keeping employee in-network contributions unchanged for the Mountain View network while increasing out-of-network employee contributions by 20 percent.
County staff presented three illustrative premium-share options to the board and recommended the 20 percent increase as the most likely to shift enrollment toward the in-network plan. The presenter noted that the county would still pay the majority of premiums and that some employees could face higher deductibles if they use out-of-network providers.
"If they're unconscious, they don't have a choice to go there," an unidentified presenter said when commissioners asked about coverage for emergency care, noting that out-of-network emergency care is treated differently than elective out-of-network visits. Commissioners pressed for clarity on potential patient disruptions and acknowledged the county's effort to limit impacts by keeping in-network employee costs unchanged.
A commissioner moved to implement the dual-option plan with the stated contribution structure; the motion was seconded and approved by roll call (Commissioner Clark: Aye; Commissioner Young: Aye; Chairman Hancock: Aye). The board directed staff to circulate enrollment materials and sign-up forms to employees once plan details are finalized.
County officials said the dual-option approach will allow employees to choose the broader PPO network for additional provider access at a higher employee share, or remain in the Mountain View network with no change in monthly employee contribution. Staff also plans to provide short instructional videos and in-person availability to help employees select their option.
The vote is effective for plan year 2026; the board asked staff to return with any needed enrollment materials and a schedule for employee outreach.
