Councilmembers asked the newly formed Police Community Advisory Committee to consider a set of policy topics and, where appropriate, make recommendations to the council. The items discussed for referral included potential city-level policies on outside-agency activity in Cotati, use of city-owned facilities by outside agencies, and policy guidance on automated license-plate reader (ALPR) data sharing and retention.
Council member Ford said the committees charter allows it to recommend policies and that the topics are timely given national developments. He asked the committee to consider whether the council should adopt policies regarding outside agenciesuse of city property, documentation of outside-agency activity in Cotati, and how ALPR data is shared and retained.
Public commenters expressed support for an active advisory committee and urged that the committee be allowed to speak freely and receive council support and publicity so residents know about its work. The city manager and chief were asked to provide information and the item will appear on the advisory committees agenda for an initial discussion.
