Teton County to solicit appraisal, legal review as commissioners weigh hospital counterproposal

TETON COUNTY — Commissioners opened discussion of a counterproposal from the county hospital and instructed staff to solicit an appraisal and legal review to better understand financial and real‑estate implications before making any commitment.

One commissioner cited state statute during the discussion: “31 35 0 4 discusses joint county hospitals,” noting that state law allows joint management options and that the county retains several structural options for how a county hospital can be operated or leased.

Members discussed a range of possible approaches — from increasing the term of payment or extending a conveyance, to partnering with a regional hospital system such as St. Luke’s, to buying an independent appraisal and legal opinion to evaluate whether a proposed arrangement would protect taxpayers. Commissioners emphasized the complexity of the decision, which involves real estate, long‑term operating risk and the county’s responsibility to residents.

After debate, a commissioner offered to solicit an appraiser and commercial real‑estate counsel to review the hospital proposal and the hospital’s financial statements; another commissioner seconded that offer. The board voted in favor of soliciting the appraisal and legal review to inform any future action.

The board did not take further formal action on the hospital proposal at the meeting; the appraisal and legal review will be used to determine whether the county should proceed with negotiations, pursue alternative partners, or require different financial protections in any conveyance or lease.
