The board approved the consent agenda, which included minutes from Nov. 3 and Nov. 18, 2025; Resolution 2026-010 (mobile vendor Blooming Bowls); permits for a Candy Stripe Criterium right-of-way special event; service agreements for right-of-way weed management and outdoor lighting; a traffic-calming change order package; and payroll.
Kyle Ball, right-of-way permitting program manager, presented and the board approved a right-of-way closure request from FA Wilhelm at the Poplars building (400 E. 7th St.) to accommodate façade work, sidewalk reconstruction and perimeter landscaping. Ball said the 7th Street bike lane is "on schedule to reopen on March 3." The requested traffic control on North Dunn Street would run from Feb. 23 through July 17, 2026, with other closures running through July 27, 2026, to support final work.
The board also approved a contract addendum to CGR Services for the Economic and Sustainable Development department to add a sixth bus stop shelter to an existing five-shelter project after costs exceeded a 20% change-order threshold; CGR was the lowest responsive bidder. The board approved a facilities contract with Jack Lohrey Floors LLC for replacement flooring in the animal care and control cat room; three bids were solicited and Jack Lohrey Floors offered the lowest price at $7,500 (Bounds Flooring Inc. quoted $12,052; Carpets Plus quoted $9,977.12).
Claims for the period were approved in the amount of $4,718,073.67. The board then voted to elect Elizabeth Kron as president, Kyla Cox Deckard as vice president and James Roach as secretary.
All routine approvals were adopted by roll call with Caron, Roach and Cox Deckard recorded as "Aye."
