Peer subcommittee approves multiple appropriation and transfer requests, moves several items to review
Summary

The Peer Subcommittee of the Legislative Council approved a series of routine and discretionary items across multiple sections of the agenda.
Among the actions the committee approved by voice vote were: B-section appropriation requests (temporary appropriations for Education, Public Safety crime lab supplies and DFA assessment coordination); the return of $1 in ARPA funds to the federal government (C1); restricted-reserve transfers beyond the EFA item that were presented and approved earlier in the meeting; Department of Human Services reallocation requests (E1) and recommendation to the ALC personnel committee for position transfers; a $1,400,000 loan from the Sustainable Building Design Revolving Loan Fund for a power-supply replacement at Data Center West expected to yield a 23% energy reduction (F1); cash-fund appropriations including a $2.4 million teacher-shortage dashboard supported by the Walton Family Foundation and smaller grants for outdoor recreation, toxicology, veterans cemetery maintenance and licensing investigations (G1–G5); and I1, $133,000 to support implementation of a new pay plan at the Department of Veterans Affairs.
Committee motions were made and passed by voice vote for each of these items following brief questions or none at all. The committee chair called for motions and the items carried when members signified "aye." The H items included three federal-grant requests; H2 (the Maumelle Watershed/Forest Legacy purchase) drew extended debate and was deferred (see separate coverage). H1 and H3 were left as reviewed or approved without objection.
