Committee recommends council approve release of 10-foot utility easement at 1105 Armsby Place

The City of Grandview Heights Planning Administration Committee on Feb. 9 voted to recommend that City Council approve Ordinance 2026-04, which would release a 10-foot public utility easement on Franklin County parcel number 030-002387, commonly known as 1105 Armsby Place. The vote to forward the ordinance was taken by voice vote.

Mayor Kearns told the committee that "a reservation of easement was made in 1945. It's never been used as an easement," and that the property's new owner "would like to build their dream home." Committee members and staff said the release is limited to the single parcel before them; any future building on adjacent lots could require separate actions and possible Board of Zoning Appeals review for variances.

An unidentified committee member asked whether neighbors had raised concerns and whether the release follows a different process. Mayor Kearns replied the easement release requires legislative action and does not follow the ‘‘easy’’ process; he said no neighbors had expressed interest to date. The mayor and staff noted that while the easement has been reserved since 1945, its lack of documented use is the main rationale for recommending release.

Mayor Kearns moved to recommend approval to council; Chair Rebecca Weiss seconded. The committee approved the recommendation by voice vote. The ordinance will proceed to the City Council for final consideration and any necessary public hearing or further procedure there.
