Grandview Heights council approves surplus-property rules, supplemental appropriations, easement release and cooperative-purchasing amendment

On Feb. 9 the council unanimously approved four ordinances (including a $170,000 supplemental appropriation for the parks master plan) and a JEDZ resolution to align language with Clinton Township; suspension of rules was used on two items to enable immediate action.
The Grandview Heights City Council on Feb. 9 approved multiple items of business following committee reports and department updates.
Ordinance 2026-01 (authorize disposal of surplus city property by internet auction and allow vehicle/equipment trade-ins when appropriate) passed on its third reading. Councilmember Weiss moved for approval; Councilmember Houston seconded. A roll-call vote was recorded and the ordinance was approved unanimously.
Ordinance 2026-02 (supplemental appropriations for the fiscal year ending Dec. 31, 2026) passed on third reading. The ordinance includes a $170,000 appropriation for a parks master plan awarded to KSK. Councilmember Smith moved to approve and Councilmember Anthony seconded; the ordinance passed on a unanimous roll-call vote.
Ordinance 2026-04 (release of reserve interest for a public-utility easement on Franklin County parcel 030-002387, commonly known as 1105 Ormsby Place) was considered after a planning committee recommendation that the easement was unused and the owner holds adjacent property; the council suspended rules and approved the ordinance unanimously to facilitate the landowner’s use of the property.
Ordinance 2026-06 (amend Grandview Heights codified ordinances to expand cooperative purchasing authority) was presented as an opportunity to speed procurement for projects such as a tennis-court renovation in partnership with the schools. Council suspended the rules and approved the ordinance unanimously.
New-business Resolution 04-2026 authorized a revision to the fifth amendment of the Joint Economic Development Zone (JEDZ) contract between Grandview Heights and Clinton Township to align language; council discussion clarified that a consultant’s packet summary was non-governing and that any credit decisions over a 50% threshold would require prior approval by both bodies. The resolution passed by unanimous vote.
Council also received routine committee and department reports (finance, planning, fire and police). No additional appropriations or policy directives were advanced at the meeting beyond the items above.
