The Senate Revenue and Taxation Committee unanimously recommended first substitute House Bill 82, a targeted statutory cleanup that changes the judgment-lien filing requirement from including an entire Social Security number to using the last four digits to identify debtors.
Representative McPherson, sponsor of the bill, said the change reflects current practice by lien companies and county recorders and that lawyers had raised concerns about strict adherence to older statutory language. To give recorders time to implement the change procedurally, the sponsor amended the effective date by request.
The committee had no substantive objections and voted to pass the measure with a favorable recommendation.
