Committee approves tow‑yard standards and impound safeguards with amendment

Committee members asked about the grounds for removal from a towing rotation; the sponsor and witnesses explained that highway patrol and UDOT maintain standards and may remove companies for failure to respond in time, poor service, inadequate cleanup, or other failures to meet dispatch standards. Barbara Christiansen, president of the Utah Professional Towing Alliance, testified in favor and said good operators want penalties for bad actors.
The committee adopted amendment 1, the first substitute, and favorably recommended the amended bill with unanimous support.
