Representative Elesson asked the committee to approve HCR 7, a concurrent resolution to adopt an updated corridor plan for State Route 9 that runs from I‑15 to State Route 89 in Kane County. He said the corridor plan has been adopted by five municipalities and both counties and must be approved by concurrent resolution to take effect.
Why it matters: The corridor plan formalizes local and county land‑use and preservation priorities along a federally recognized scenic byway and allows local governments and agencies to coordinate design and mitigation measures.
Local officials and planners described outreach and local endorsements. Barbara Bruno, mayor of Springdale, said she attended most public meetings and noted only “one dissent” at a council meeting—concern about a private junkyard and misconceptions about private‑property cleanup obligations. Emily Friedman, coordinator for the Zion Regional Collaborative, said the planning process included community workshops and a public survey with more than 200 responses that were incorporated into the final plan. Kelly Stowell, who led public input on the Kane County side, told the committee the plan is non‑regulatory and does not change private property rights.
The committee voted to favorably recommend HCR 7 without recorded opposition. The resolution will move forward for concurrence by the other chamber and the governor as required by law.
