The proposal includes a 6‑foot landscaped berm around south, west and north property lines for screening. The applicant submitted the pending FDEP permit for the Class III landfill and acknowledged Florida Forest Service burn‑permit requirements for daily fires.
Staff recommended multiple conditions if the exception is approved: restricted hours of operation (07:30–17:30 Monday–Saturday), uses limited to labeled areas on the site plan, required agency permits, haul‑route guidance to encourage northbound exits, and that conditions run with the land. The applicant said the facility is intended to support his contractor business rather than a public transfer station.
After limited public comment, the board approved the special exception unanimously and attached staff conditions.
