Commission approves Jube 2 LLC fiber expansion with added screening and noise conditions

TETON COUNTY, Idaho — The planning and zoning commission on Oct. 14 approved a supplemental special-use request by Jube 2 LLC to add a second building and backup generator inside an existing fenced fiber-infrastructure compound, but commissioners required clearer screening for equipment and reiterated property-line noise limits from the earlier approval.
Staff reminded commissioners the prior SUP required perimeter landscaping; the recent application did not resubmit clear landscaping details for the newly proposed structure. Commissioners said the compound’s existing fence and some planting had been installed but that the plan did not demonstrate adequate year-round screening of visible equipment (generators) or decibel mitigation.
Mandy Canada, representing the applicant, told the commission the earlier landscaping was installed on the front and east sides and that the new building would be inside the existing enclosure. “All they’re looking to do is drop a second building and generator inside this compound that was already approved from the first time earlier this year,” she said, and offered to coordinate plant species appropriate to the local climate.
Commissioners asked staff to confirm and to recommend species that will survive local conditions; several commissioners said they preferred larger, animal-resistant evergreens (for example, Colorado blue spruce cultivars) rather than small, deciduous shrubs that will not screen equipment year-round. The written decision from the earlier approval already limits exterior noise at the property line to a maximum of 70 decibels; commissioners reiterated that condition and added explicit language requiring screening so that materials and equipment are not visible within 1,000 feet of property lines.
A motion to approve the supplemental special use permit with the additional screening requirement passed on a recorded voice vote.
