Commission backs major plat amendment to create four parcels on East 5000 North; wildlife mitigation to be worked out

The Planning & Zoning Commission recommended approval of a major plat amendment on East 5000 North on Sept. 9 that would create a total of four parcels within the Stateline Subdivision, contingent on staff conditions.
Staff explained the proposal by Ed Pitzer and Robert Hunter would use a combination of a major plat amendment and a minor plat amendment to resolve survey acreage issues and create the new parcels. Staff noted the project includes wildlife overlays and that a wildlife habitat analysis identified priority conservation areas; the consultant’s report did not include a full conservation plan and staff said a conservation plan would be prepared in consultation with county staff before final board review.
Allison Ehlert of Harmony Design and Engineering, the applicant’s representative, told commissioners the owners have agreed to close several existing access points and consolidate access to Northern Nook Road; submitted improvement plans include a proposed fire turnaround when Northern Nook is upgraded to county local standard. Ehlert said the wildlife analysis was prepared in accordance with the new natural resource overlay policy and that the team intends to reengage with county staff to develop a conservation plan prior to the Board of County Commissioners hearing.
Commissioners asked procedural questions about whether the conservation plan and other technical items would be reviewed at preliminary or final stages. Staff said the commission’s role was to recommend on the major plat change and that the Board of County Commissioners will hold the subsequent preliminary and final reviews; technical conditions, including any required wildlife mitigation, can be finalized during the BOCC process.
A motion to recommend approving the major plat modification as described in the application materials (submitted 07/08/2025), with the staff condition listed in the report, passed on a voice vote. The recommendation proceeds to the Board of County Commissioners for preliminary plat review and continued review of the minor plat amendment items.
