Commissioner Cutter (Department of Parks and Recreation) described the pilot as a mix of locations — natural areas, neighborhood parks, BeltLine sites and downtown — intended to test where temporary units best inform future permanent restroom investments. Cutter said units are slightly larger than ADA-size portable toilets, have hard-sided walls, lighting, hand-washing capability, solar panels for power where needed, and are forklift-movable so they can be relocated quickly for $1,000 if a site underperforms.
Cutter emphasized smart sensors that record door openings and occupancy counts (not cameras) to help determine cleaning cadence and ranger deployment. Cutter said similar units have been piloted in Washington, D.C., Los Angeles and Santa Monica with data indicating large reductions in public defecation in pilot locations.
Council members raised two conditions: provide a map showing existing public restrooms and planned permanent restrooms (including construction timelines for previously funded projects), and confirm the funding source and account for the Deerwood Park playground donation item pending earlier in the meeting. Staff agreed to supply the requested map and funding-source clarification by the next committee deadline. One council member said the pilot should be evaluated beyond the World Cup timeline and that the department intends to use the year-plus pilot to inform permanent restroom strategy.
The committee approved the pilot on a conditional basis with the requested materials provided as follow-up; the motion carried (vote recorded: 7 yeas, 0 nays).
