Commissioners approve Northern Lights final plat with conditions, ask for clarity on road cost-sharing

DRIGGS, Idaho — The Teton County Board of County Commissioners on Dec. 8 approved the final written decision for the Northern Lights subdivision final plat, attaching conditions that include coordination on roadway improvements.

Planning staff provided the written decision and noted two conditions were added by motion at the prior hearing requiring the applicant to identify a proportionate share for improvements to 1750 West and to update the development agreement accordingly. Commissioners questioned whether the condition needed a clearer method to calculate that proportionate share.

Legal counsel advised that clarifying language that reflects the board’s oral motion is acceptable and that the written decision can be amended to provide detail without reopening the approval. Planning staff noted that traffic impact analyses normally provide the basis for any proportionate‑share calculation, and public-works staff said the county currently has no specific plan to build out 1750 West beyond routine maintenance.

The board voted to approve the written decision with the stated conditions and instructed staff to work with the applicant and public-works director to identify practical next steps for any needed shoulder or roadside stabilization work.
