The Rutherford County Board of Commissioners adopted the Rutherford County School Facilities Tax Collection Policy and associated forms on Sept. 12 as part of a second reading and final approval process required under state law.
Steering Chair Craig Harris said the forms replicate the administrative materials used when the county previously moved to a dollar-per-square-foot approach. The resolution, described in meeting materials as the County School Facilities Tax Collection Policy (exhibit attached), passed after a voice vote.
During public comment earlier in the meeting, resident Matt Fee of Christiana urged commissioners to be cautious about recent state-level changes tied to the school facilities tax. Fee said the changes — including a shift in payment timing (from an earlier 50/50 split to full payment at project completion) and a growth-rate condition tied to continued revenue — could advantage developers and shift costs or incentives in ways that encourage continued growth. “The only boats lifted by this tide will be developers, real estate agents, and their political allies,” Fee said.
Commissioners discussed the policy briefly; some urged caution and attention to local impacts, and others noted the forms are required by statute and necessary for administration.
