Rutherford County commissioners approved a rezoning request (REZ25‑004) for properties at 8912 and part of 8954 Las Casas Pike that will allow the applicant to seek an agricultural residential (AR) zoning designation required for a kennel (dog obedience, training and boarding).
Planning Director Doug DeMasi briefed commissioners that the request combines two parcels (about 14 acres) and that the applicant has submitted a concept exhibit showing proposed buildings and parking. DeMasi emphasized that rezoning alone does not authorize a dog‑boarding business: "This rezoning of the property does not actually approve the business. That's what the BZA is for," DeMasi said, noting the applicant would still need a special‑exception approval from the Board of Zoning Appeals and that any new access on the State Road would require TDOT approval.
The planning commission held a public hearing, asked questions about parking and notification protocols, and recommended approval by unanimous vote; no members of the public spoke at the county hearing. Commissioner Pearcy moved to approve REZ25‑004 with staff comments; the motion was seconded and approved on the floor.
What it means: The rezoning moves the property into a category where a kennel is a permitted use by special exception, but the owner must secure a BZA special‑exception approval and any necessary TDOT access permits before operating a boarding or training facility.
Next steps: The applicant may seek the BZA special‑exception approval and must follow any conditions the BZA or county staff require regarding parking, landscaping or performance standards.
