Commissioners approve grooming‑district building contract and a 25‑year lease with Teton Valley Trails & Pathways

The Teton County Board of County Commissioners on Aug. 11 approved awarding construction and site development work for a grooming‑district maintenance building to Teton West and authorized an accompanying lease agreement with Teton Valley Trails & Pathways (TVTAP) and the grooming district.
Public Works Director Daryl Johnson said the project is largely grant‑funded: “We’ve got a Parks and Rec grant for $250,000 that needs to be spent by early 2026,” and TVTAP representatives told the Board they have approved funding and their board is committed to the construction and long‑term lease arrangement. Dan Verbaten of Teton Valley Trails & Pathways said his board had approved funding and the grooming district had agreed to participate in construction financing.
Johnson asked the Board to approve two actions: the construction contract award to Teton West (low bid) and a lease agreement allowing the grooming district to occupy the county‑owned building in exchange for funding construction costs. Commissioners moved to approve the lease subject to minor legal edits and then approved the Teton West contract for site development and building work (civil plans dated 06/09/2025) with minor legal changes; the motion passed by voice vote.
Commissioners said they were comfortable moving forward once TVTAP confirmed its final sign‑off and legal reviewed minor contract language. The Board emphasized the county will require the final agreement to be acceptable to the county prosecutor’s office before any signed commitment is executed.
The county also expects the project to realize savings by decommissioning old fuel infrastructure and using grant and partner funds to limit county capital expenditures.
