Cullman County approves CNI to handle water and sanitation billing

Cullman County commissioners voted to hire CNI to provide billing services for the county’s water and sanitation departments, county staff said during the meeting.
County staff introduced the proposed agreement and described CNI as “a local company,” adding, “Mike McConath is here. He's the owner of the company and they've been in business for, since 1987,” according to the meeting transcript. Staff said the firm provides utility billing across Alabama and other states and recommended the commission move forward. Staff also told commissioners that pricing in the packet is based on customer counts and therefore varies by the number of accounts.
Commissioners moved and seconded approval of the agreement and voted in favor. The transcript records affirmative responses to the voice vote but does not attach a recorded roll-call tally to each commissioner for that item.
Separately, staff asked the commission to consider a contract with a payment processor (to accept payments online and by other means) but said no pricing had yet been provided because CNI must first deliver customer counts. Staff requested postponement until they receive quotes; commissioners moved and seconded to table consideration until pricing is available.
What’s next: Staff will obtain final customer counts from CNI and return with pricing for the payment-processor agreement. The approved CNI contract will move forward as the county's billing vendor unless further conditions are added in later materials.
