Commission reapproves Somerset Reserve Phase 2, recommends record plan to council with guarantee condition

On Feb. 11 the Troy Planning Commission approved the final development plan for Somerset Reserve Phase 2 and recommended that City Council accept the project's record plan provided the developer supplies the final guarantee required by subdivision regulations.
A staff presenter told the commission the plan is identical to the one the commission approved on June 11, 2025 but returned because the developer did not record the record plan within the six-month filing window, causing the prior approval to expire. "This exact plan was approved by you. The reason it's coming back to you is because the record plan was not recorded within 6 months," staff said. Staff asked the commission to recommend approval to council with the condition that the final guarantee be received and approved in accordance with subdivision rules.
A motion to approve the final development plan and recommend the record plan to council carried on roll call; recorded "Yes" votes included the Mayor; Mr. McGarry; Mr. Wilkie; Mrs. Ehrlich; and Mr. Titterington. The commission's recommendation is advisory and the record plan requires council action and the receipt of the required final guarantee before it is recorded.
The commission's action restores a path for the project to move forward, subject to the filing and guarantee conditions spelled out in local subdivision regulations.
