The Troy Planning Commission voted Feb. 11 to approve the preliminary plan for Sycamore Point, a proposed single‑family subdivision on roughly 57.5 acres along Fenner Road.
Staff told the commission Choice 1 Engineering applied for the preliminary plan after City Council rezoned the parcel to R4 single‑family in "ordinance o 23 20 25." "The proposed subdivision will consist entirely of single family homes, encompasses 57.5 acres and includes 159 ... lots that can range from 0.207 acres to 0.659 acres and will be developed in 3 phases," a staff member said. The plan proposes about 14.5 acres of private open space, including a walking trail and benches around an eastern pond; staff noted the park board had approved the private open space.
Developer Lance Soats, who spoke from the audience, said the amenity package has evolved since internal discussions with the builder. "I did mention on Monday I was looking to have a playground, for the amenity... I'm actually probably gonna be looking at putting in 2 pickleball courts. And they would be maintained by the HOA, not the parks district. Our HOA would be responsible for those as well as all of the other amenities in the community," Soats said.
A motion to approve the preliminary plan carried on roll call. Commissioners recorded affirmative votes from Mrs. Erlich; Mr. Titterington; the Mayor; Mr. Begier; and Mr. Wilkie. The preliminary approval advances the project to future technical review and subsequent steps governed by subdivision regulations; further approvals and permits will be required before construction.
