Board hears staff plan to move asset data to GIS, add Smartsheet tracking and hire a stormwater GIS analyst

County stormwater staff told the advisory board on Feb. 11 that they are modernizing asset management and project tracking to improve responsiveness and public reporting.
Taylor Brewer said the county has moved condition assessments into GIS and is working to tie CCTV camera videos into the inventory. “We have moved our asset assessment and maintenance plan onto GIS,” Brewer said, adding that the county has an RFQ out to redesign county websites and staff will request the Smartsheet license to track projects; Stormwater is one of the first units slated for a Smartsheet deployment.
Staff said they reclassified a position to recruit a stormwater-specific GIS analyst and included multiple personnel requests in the FY27 budget (a vac-truck operator, an additional foreman, two maintenance workers and an inspector) to increase maintenance capacity. Brewer said staff will take training and involve operations staff in equipment selection after board members raised concerns about proposed equipment specifications.
On professional services, staff explained the county uses on-call architectural and engineering firms for recurring MS4 support and program management; Wolpert has been the long-time on-call firm and two additional stormwater-specific firms (Davis & Floyd; McAdams) were added to expand capacity. Staff said procurement delays briefly paused task orders but Wolpert’s contract is now active and the fee study is back on track.
The board urged staff to make interactive public reports available and to involve frontline operations in procurement decisions for equipment to reduce long-term downtime and ownership costs. Staff committed to pursue a public-facing portal as county IT executes the website refresh and to return with a clearer workplan and timeline.
