Edinburg council approves rezoning at Duberny Boulevard, awards water-plant contract and landfill monitoring renewal

The Edinburg City Council on Nov. 15 approved several items aimed at updating local infrastructure and land use. The council voted to rezone 3817 Duberny Boulevard from an agricultural/open-space classification to a residential district at the request of Gerardo and Stephanie Ordonez, approved a construction contract for downtown water treatment clarifier rehabilitation, and authorized a renewal agreement for sanitary landfill compliance monitoring.
Gerardo Antonio Ordonez, the applicant, told the council he purchased the property about 2012 and intends to build a home there. After a brief public hearing, the council moved and approved the rezoning ordinance for the property at 3817 Duberny Boulevard.
The council also awarded bid No. 2025-21 for Downtown Water Treatment Plant Improvements (rehabilitation of Clarifier No. 1, project 62597) to J M J Constructors in an amount not to exceed $457,781. The award was read into the record by the secretary and approved by motion and voice vote.
Separately, the council authorized the city manager to execute a renewal agreement with Hansen Professional Services under RFQ 2021-001 not to exceed $395,000 for fiscal year 2026 semiannual compliance monitoring and reporting for the Edinburg Regional Sanitary Landfill, in accordance with the facility's operational permit obligations.
The motions on these agenda items were moved, seconded and carried by the council; roll-call tallies by name were not recorded in the public transcript. Council did not provide additional conditions on these approvals in open session.
Next steps: contract documents and procurement paperwork will be executed by the city manager or delegated staff in keeping with city procurement policies.
