A contractor providing delinquent tax‑collection and municipal court services reported collection activity for the period through Sept. 30, 2025, telling the council the city saw increased recovery after expanded outreach and legal activity.
The presenter, identifying the firm as Linebarger, Goggin, Blair & Sampson, said roughly 55% of delinquent accounts are classified as collectible and that staff has pursued a mix of outreach and legal remedies. The presenter reported the following figures on the record: about $683,000 in base collections; roughly $64,000 issued as refunds where taxpayers qualified after appraisal adjustments; about $235,000 collected in penalties and interest; and total delinquent collections for the period reported as approximately $984,000. Since the contract began, the presenter said the firm has collected about $3,620,000 for the city.
Outreach steps listed included knocking on doors, making more than 13,000 outbound calls, mailing thousands of letters and updating more than 2,900 addresses. The presenter also said the firm filed 112 lawsuits during the period and had disposed of 69 cases, with other cases still in litigation. The presenter offered to provide the written presentation to city management following technical difficulties with the on‑screen file.
Council asked no substantive questions at the meeting; staff requested the contractor provide the presentation file for the city record.
