Council approves LED wall variance for El Ronco Servicar amid discussion of sign-code changes

The council approved a variance for an LED wall panel requested by Ismael Reyes, owner of El Ronco Servicar, allowing an illuminated sign to occupy the full panel on a hexagonal corner of his business.
Ismael Reyes explained he was requesting permission to install an LED panel on an 8-by-21-foot wall panel at 3703 Nadia Lane and said the business was prepared to remove existing nonconforming signs if the variance were granted. "We are the owner of the land and operating of the business that we're trying to get the approval of the LED sign wall," Reyes said.
City staff explained the current sign code measures allowed wall signage as a percentage of the wall surface and that under the rule a small, thin wall panel could require a variance even when a larger wall could host a much larger sign without a variance. A city staff member said the sign is 8 by 21 feet and covers the entire panel, which triggers the variance requirement. Council members agreed the Unified Development Code should be reviewed to cap sign square footage or address LED brightness and modern technology rather than rely solely on percentage-of-wall coverage.
Council approved items A, B and C in a single vote that included the LED-sign variance. Staff said they will monitor brightness under applicable state standards and can take action if a sign becomes a traffic nuisance.
