Council discussed whether to commission an expensive boundary survey to clarify park edges versus adjacent private lots; members instead favored drafting code language to prohibit unauthorized biomass removal and pesticide use and to empower staff and the code officer to enforce the ban. Ron advised the council that a drafting approach should precisely define "unauthorized vegetation removal" and recommended adopting county pesticide restrictions if appropriate, while retaining town enforcement authority.
Council asked Ron to draft ordinance or resolution language and directed staff to prepare an RFP and public engagement plan. They also requested a status report the following month demonstrating monitoring or corrective action on unauthorized removals.
